Lets say i google for graphics that i can use on my own site. Lets say gif animation, random graphics, etc.
How do i know if its copyrighted or if i can use it?

Copyright becomes effective as soon as a work is created, so unless there's specifically been a creative commons license, or works are visibly put into the public domain, in writing and published by the creator, using them is copyright infringement.

hmmm so 70% of sites out there are pretty much not following the copyright laws.

Could well be 70%, I wouldn't doubt. I've had graphics taken and used without proper crediting and I just found a couple of sites that copied text from one of my sites word for word (which I consider to be worse), I'm about to file a couple of DMCA complaints.

a.- 95% of sites out there ignore copyright laws b.- 3% of sites out there make a questionable interpretation of fair use c.- 1% of sites out there follow copyright rules but some editors have some errors or there is a few content not so clear d.- 1% of sites out there follow consistently copyrigth laws
