Creating an Online Raffle Website - Suggestions?

I've got to create a website for a client that allows the selling of tickets online for a raffle of a property which he owns. The basics are that he wants a website to sell about 30,000 tickets and the winner of the raffle wins the house, where the price of a ticket would be around £25 or something.

Anyway, I've been thinking of how to do this and the easiest solution I could think of would be to have a PayPal link on the page where you could buy a ticket (or multiple tickets).

Do you think this is sufficient or does anyone have any better ideas on how to do this?

Don't use Paypal check the TOS about games of chance which a raffle will surely fall into.

Retain a lawyer familiar in promotions and raffles. There are a whole bunch of issues with insurance, bonding with the province you are in and tax reporting.
