Twitter is over capacity.

I use the web UI for Twitter. These past few days have been filled with the above messages and that bot bloated whale!

Last month it was Average Response Times as high as 3031.7 ms.

This month ARTs are down below 1000ms but now the Fail Whale is mating.

How does an organization with the amount of funding they have fail to serve their audience 24/7 without interruption?

Maybe if Twitter would take some action in the Report for Spam area, those of us who make up the 10% of human generated content can have more bandwidth? Is that too much to ask? That Report for Spam functions just like Windows Error Reporting.
