I apologize in advance if this has been covered before. I searched and could not find anything on it.

How would I go about closing off an area of a forum and only letting paid members access that specific area of the forum?
Would I need some kind of software? Use paypal and manually add people as they pay for access? Or hire someone to program it to automatically accept payments and give instant access to the part of the forum?

Any help would greatly be appreciated.

You'll want to research your forum software for privilege settings, etc. If the forum is not too active then manual insertion is a good possibility. If you expect large numbers then programming might be required. If you aren't set up to accept direct payments there are other methods available (ie PayPal, etc) and from that you can work the other magic.

As already posted you need to look at what is already available and modify it, if you're using phpbb you could do this manually but that would get tiresome pretty quick You need at least one mod which is called "auto groups" and will automatically assign someone to a group upon a predefined action or event. I'm not sure if it supports exactly what you are seeking.

I'm using Dragonfly CMS, but I'm thinking to switch over to Vbulletin in the next 2 months.
I have people registering everyday, not in the thousands but enough to do it manually. I just wanted to make it easy for the user instead of having them wait a few hours.
