How to maintain a positive and active community?

The members make up the Community forum, one of our aim for building the Community forum is for users to meet people, interact & share views. Members engage in interesting topics, build their own set of friends from the active ones in the forum. But sometimes, there would be bad users around that would destroy the fun & topics that seems to be not interesting enough to participate to.

How do we keep community's spirit up & drive away user's attention from forum dramas?
Any suggestions on how to keep a community running active and positive?

Firstly, moderate the forum to get rid of any offensive messages and implement a system of warnings/removal of offensive users who consistently ruin people's enjoyment of the forum.

Then, if things seem to be flagging around the forum, start your own positive threads and invite responses from forum members to encourage them to participate.
