I was wondering whether anyone can recommend anything in existance that can do the following:

Blog software/CMS to:

- Manage multiple user groups who each receive private, customised posts (when logged in)
- Facility to post specific news to different groups
- Groups can be defined in a tag-like system (e.g. post to all "red widget" and "blue widget" members only)

I think you could do something like this with Drupal. I am currently working on multi-site configuration (single-sign on across various sites). I could see you having various "sub-sites" where each group has access to just their sub-site... but all under the same user tables...

Drupal can certainly do this!
