what is the average time that content should be released on the first page of a site? should it be daily updates? weekly? bi-weekly? or should the period be about 3 days?

completely depends on the mean time for revisits since this type of publishing appears to be directed at a more or less fixed audience. Check your stats

I try to make it happen on a daily basis as my visitors visit every single day and infact many times a day.
