Can I prevent google from some content with cookies?

I have a new website with google adwords campaign.
The website is totally legitimate, but I want to add a link to some other websites which google doesn't allow.
I have a page with the links to the non legit websites and I want to only transfer people with a cookie.
To get to this page, the user will have to click on a button, and if he has a cookie he will see that page.
otherwise he will be declined and stay on the home page.

Does this fall under cloaking?
Will google send this to a human review?

I wouldn't add links to non-legit websites in the first place.

Web crawlers like Googlebot use cookies so that's not enough to keep a crawler out, you would have to forbid it to crawl that page by blocking it in robots.txt and possibly adding a meta NOINDEX, which still doesn't stop them all the time.

The best solution is to physically block access to that page in your .htaccess file but Google has many bots and if you allow any to hit that page, it's all over with.

other possibility:
put a js file in your robots.txt as Disallowed
in that js file have a cookie written.

Check for that cookie before transfering to the non-legit site.

Or what I also do sometimes:

Just create an empty link (#) and give it some ID.
Then use a disallowed jquery js to rewrite that link to the one you want your users to be able to click.

Only with js enabled, AND access to a disallowed js file you will be able to click the link.
