Best to give an example: Say I have a site about 'jam doughnuts', I would still like to capture traffic for the American version of the phrase, i.e. 'jelly donuts'. Would it be considered cloaking if I were to dynamically serve 'jelly donuts' to those on one side of the Atlantic and 'jam doughnuts' to the other?
I don't want to hybridize the content to some form of half English, half American English yet the differences certainly don't warrant the creation of 2 'languages'.
There are many examples of this and not just in English. Of course, the masked/cloaked content would be viewable to search engine spiders if they were in the correct location. I'm not attempting to deceive the search engines so have I just answered my own question?
