If you look at Google maps of Japan, they are all in Japanese. I need them in English or if not possible, then with no or little Japanese on them. I have found very little information about this in Google Maps forum.

None of the big online map providers in Japan have purely English maps that I have ever seen. There must be some plain mapping programs out there that would allow you to add data in the language you prefer. There are plenty of non-Japanese publications in Japan which make use of maps and I don't think they're all making the maps by hand.

The problem with Google Maps in Japan is the Japanese text is part of the actual map image files. Using the API you can add content on top of this, but it gets very messy.
