Apple's new privacy rules put Google and Facebook in a 'precarious place,' says ad industry exec
Users will have to "opt-in" to allowing websites to track their browsing behavior on Safari.

Apple is making the first move, but, they are simple anticipating what will be required by the upcoming ePrivacy Regulation in Europe. So it's not really an initiative from a good Samaritan.
