How long does it take to setup http/2 and Brotli on Apache / AWS? Is it alot of work for a website thats already up andd running on AWS EC2 instance with http 1.1 and Gzip.

on the apache side, Brotli compression is provided by mod_brotli [httpd.apache.org]

AWS supports Brotli compression using Cloudfront:
Serving compressed files [docs.aws.amazon.com]

Amazon CloudFront announced support for Brotli compression [aws.amazon.com] (on Sep 15, 2020)]

There is a lot of it depends: what OS and could it be upgraded to a more recent version, what version of Apache was already installed, how it was installed (from an OS repo or cPanel, or compiled from source, or whatever), whether you are using cloudfront etc. Even so, 18 hours seems far too long.
