mod throttle module not available anymore?

Does anyone know, what happened to the snert website, where the mod_throttle module used to be available from?
I'm trying to install mod_throttle for my apache server, but I can't find the latest version (higher than 3.0). The developer's download page sais it's no longer available. Does anyone know, what happened?

Also, I was trying to install mod_throttle 3.0 instead but had some problems with the make.
First it complained about one .h file missing (http_conf_globals.h), then when I provided that file, it complained about a syntax error.

Aparently you have run into the exact reason why they discontinued it. There was an incompatability between mod throttle and a security update for Apache. The inability to resolve this issue with the core Apache team - caused Snert to get tee'd off and shut down the site and updates to mod_throttle.
