Detecting High Contrast Themes: Possible?

I'm not sure how to describe this question/situation.

Some operating systems (win 7, etc) let a user select a high contrast them for the system.

Is there anyway for a website to dect that and serve content designed for a high contrast environment?

Does a browser send this kind of info, or can it be made to send it?

Basically, accessibility mode doesn't allow background images to show, so you can test for that.

Essentially, you inject a background image with a known name into a div with a known ID, and then you test for whether or not it's there.

Trying to find a good resource....

There's been some work on it in JQuery UI but I don't think it's part of any stable release.

I've been reading through those links and think I get the basic idea. Might have more questions later.
