I thought that was 8 seconds a few years ago. A bit unclear as to what do they mean by page load - fully or partially? If it means fully many sites are right on the edge according to this report. A bit harsh I think.

Google dot com averages 1sec for a fully loaded page on my DSL. Maybe that's why its so successful:)
