How to make mathematical forumulae accessible

I note that WIKIPEDIA uses the TEX method of forumlae markup. Is this preferred among users with impairments?

If so, where can I get a full grammar/lexicon of all rules?

Can you make those codes spell by computer , as we humans can do?

for example integral of x^2 etc

the tex writes in its own syntax , what are you planning exactly to do

I need to get a description that is Level-AA compliant.

SInce, I posted my note I have found the utility [dessci.com...] which allows me to create the formulae. Then by cutting and pasting into Notepad, I get the TeX description.
