Having a toolbar on top will leave you more room or space for your content.
On the other hand, a Nav Menu can fit in more links compared to a Toolbar.
Sectional links horizontally along the top
Main links within the section vertically along the left
Sub links within the page, or specific to the page, vertically along the right
That's the most common approach, and most widely employed today.
