The E.U.'s Digital Services Act has reached a new stage with the European Parliament and EU Member States reaching an agreement.

Commissioner for the Internal Market Thierry Breton further commented: “With the DSA, the time of big online platforms behaving like they are “too big to care” is coming to an end. The DSA is setting clear, harmonised obligations for platforms – proportionate to size, impact and risk. It entrusts the Commission with supervising very large platforms, including the possibility to impose effective and dissuasive sanctions of up to 6% of global turnover or even a ban on operating in the EU single market in case of repeated serious breaches."

In another thread I was asking and explaining about my way of educating myself, but here I am really going to look stupid.

< < < ... a ban on operating in the EU single market ... > > >

How in the heck is it possible to ban a site from any region on this planet? Does the EU governing body really have the ability to do that sort of policing?

Okay, so let me show even more stupidity. I thought that if I set up a site on a server in a country outside of the EU I could have a reach into the EU territory. When that governing body in the EU states they are banning you, does that mean they go to the company running that server in that country outside the EU territory and ask that company to stop me reaching into the EU AO?

I have read about some nations that have banned some media entities, but I thought that was because those nations had a sort of dictatorial control over their territories and could force actions that would be downright illegal in many democratic type areas of the planet. But I've got that wrong? Any government anywhere can do this banning thing and it is all legal? That has a funny sort of smell to it. Good gosh, I've been missing some stuff, haven't I? I am way too far out of touch, aren't I?

A complete ban on operating in a large area of the planet. Wow, I thought that was only in bad places that could be done.

And that part about proportionate to size and impact and risk is also a weird one. That means the big sites are given less or more lateral movement in following the law? If I'm little it is easier for me to "legally" cheat?

Just how in the heck could anyone without an Einstein style brain be able to understand all this regulating business? I think I'm going to invest in some law school, 'cause they's gonna be getting bunches of new students. That reads like a lawyer's dream come true.

But that banning thing is where I'm really having to do a go-around. In fact, maybe I can't even see the runway and I have no IFR equipment on this bird.

They are requesting ISP to null route the domain name, like in Russia, China and places like that.

Of-course, one can use proxy, vpn, etc... like in Russia, China and other places like that.

EU regulation is about blocking sites, not about using counter measures to access them.

Uh oh, I think I used to know that. That sure looks familiar. Rats, sometimes this memory loss trouble pops up in the strangest ways. But as I'm still alive I sure can't complain.

Yep, that sure does look familiar.

Really appreciate the response, Dimitri.

And you are much braver than I. I wanted to make note of the names of certain nations, but wasn't sure I should so went the coward route.

And that sort of helps me remember that I think many years ago we used to think that sort of action of blocking all sorts of information wouldn't be possible. I'm almost sure I remember agreeing that the new Net would make the whole planet free for information for all. One place that is really, really locked up is the DPRK.
