I doubt hackers provided accurate information for the whois database in any case.

And I expect law enforcement will still be able to access those records.
It is likely just inquisitive members of the public like us who will be excluded.

Continuing with the GDPR and hackers (crackers) topic:
On Day One in a GDPR missive (from a spamming source to a honey pot
email addy) I saw the following:
"We also provide personal information from the UK Edited Electoral Roll
and other, consented data sources. Again,  all of this data is GDPR compliant
[www.ukphonebook.....]. However, if you find that you are listed and did
not realize that your data was consented, you have the right to have this
listing removed [www.ukphonebook.....] and we will assist you in this
without charge."
