I just ordered a dedicated server (Budget #2: Pentium 4 1.7GHz; 512MB RAM; 20GB HDD; 100GB Bandwidth; 2 IPs; Control Panel). I almost ordered #1, but for $5 more Budget #2 is a way better deal. I will also be ordering a control panel from InterWorx (to be installed by me, or by GS for $15), because it is better (IMO) and cheaper than cPanel. It features a server, reseller, and website interface. The website interface is for the end-user, and reseller is for people who get a deal with me to resell space. The server interface is for me only, and allows for restarts and the like.
I just want to know if the specs above are good for a new host? Obviously if it gets slow or anything I would slap in more RAM and even change to another box. But right now I personally think this is good enough since I have 0 users. What do you think; any suggestions?

Depends on what you are going to do with it!
We run a very script intensive site on an even lower spec Raq4, and it still copes.
So much depends upon the physical conection to the backbone, no point in having a super-fast computer just to feed web pages down a slow pipe!

These are specs from a used server that has been servicing someone else for a few years. If this was my server, I would ask the hosting company to replace the 20GB disk with a new one. Disks have a limited lifetime, and you never know how disk intensive the site of the previous user was. Better safe than sorry and pay a few extra dollars a month for a new (and larger) disk in the box.
What is your intention?
