Google recommends a licensed SSL Security certificate. If I have a website that is not SSL certified but shares an IP with another site that has the SSL certificate, how would it affect my site in Google rankings.

Not sure I fully understood the question, but: many websites share an IP address without a problem. It doesn't really matter if one is served over HTTPS and another via HTTP, or whether their certificates are valid. Each domain is a separate entity.
Some very old clients (like IE6 and FF1) have no support for Server Name Indication (SNI), the technique that allows multiple certificates to be served from one IP address, but this isn't really a problem today, certainly not for your rankings.

The domain with the SSL Certificate is seen as a secure site. The domain without the SSL Certificate is not seen as a secure domain until it has a SSL Certificate. IF the domain with the SSL Certificate has an EV type SSL Certificate then you can add a domain to that certificate and set up the other domain as https: if you want. If not, you have two choices - get another SSL Certificate for the domain that has no certificate or have one secure domain and one insecure domain. Sharing an IP has no bearing on the site ranking, the https: URLs may have some influence on ranking.
