So, how many do this and how successful are they ?
Personally when I find a site doing it, I click away from the site its so annoying.

I agree, it's very irritating, and a turn-off for me, too.
Sometimes it's badly implemented, too, so when you're on a mobile you can't close the pop-up. That also applies to the stupid Cookie Law [webmasterworld.com...]

Depending on your browser settings you might not even see such popups (I don't, for example, but then again, I get easily annoyed and surf with everything OFF.) (winkers)
The practice apparently works for some sites, else it would not be implemented. As to how successful... your guess is as good as mine.

I agree with you all on immediate pop ups.
But what about the ones that wait until you scroll down? Some time out on their own and self close. Does that make it less offensive?

No, but you've bought time for the site to possibly engage the visitor's interest and thus override their immediate reaction to get the ### outta there.
