Sure, you can regulate the network within your borders but all bets are off once you cross those borders and implementing really stupid regulations could cause companies to move from the US to more broadband friendly countries.


No, because regardless of where you are located, you need to go through a US ISP to reach the US market.

At a more specific level, if you want to reach COmcast customers you need to be reachable through Comcast's network. Do you think many people will switch to another ISP because Comcast has blocked incrediBill? Especially if they do not know that you site has been blocked (it just stops working, or becomes painfully slow). Even you may not know unless you track traffic very closely.
