I would imagine it would be similar to creating one in english, only the content is in french....I don't get where you're going with this

actually we have sites in regional languages of india ,5 including English.

Now we want to have a site exclusively in french promoting our organization and we are hiring people to do the translation and other stuff.

Well, you need to have accents (acute, grave, circumflex, cedilla).

Yep!
French keyboard (AZERTY) is different than English keyboard (QWERTY)... But again, there is no use of having a French keyboard since all special characters should be placed using HTML encoded special characters or Unicode.

if the translator if FR highly fluent VS same fluency but FR born

Don't just get the material translated...take the time and effort to have a good copywriter go over your material and rewrite it for the particular market you're targeting. A straight translation often won't work in the target market without some tweaking.

Good translators are not always good copywriters. Translation and writing good copy are different skills. Get different people who are good at each respectively.
