What package to use for user manual?

Hi everyone
My company develops and sells software for webmasters (cms). And as most of companies of that kind we need to create and support user manual for our product.
So my question is: What software package is the best for writing and maintaining documentation for users?
We need to generate html and pdf versions and be able to change the layout of generated documents. Is there anyone with experience in writing user documentation for software products?
P.S. Currently we’re using texi.

You can use any HTML editor to create the content and then compile it into a CHM file. I'm not sure how you would create a single PDF file from multiple HTML files, but I guess it can be done somehow.

Working in HTML means you can directly share content between website and documentation.

HOWEVER, I am uncertain whether CHM files are supported by linux, etc. Also, if you need to create a printed manual, that would be a problem.

On linux ubuntu (gnome) I've used chm clients (readers) no problem.
