Twitter Tightens Rules on Sharing Without Consent

In a move to restrict unauthorised sharing, Twitter has made it clear that sharing user private information, images and videos without consent is not permitted.

You may not publish or post other people's private information without their express authorization and permission. We also prohibit threatening to expose private information or incentivizing others to do so.

In addition, you may not share private media, such as images or videos of private individuals, without their consent. However, we recognise that there are instances where users may share images or videos of private individuals, who are not public figures, as part of a newsworthy event or to further public discourse on issues or events of public interest. In such cases, we may allow the media to remain on the platform.

Probaly because they find stuff. ;)

I guess it depends on what you're seeking. It's especially good when there are groups of like-minded individuals, and when discovering topics.

Who will verify that consent HAS been obtained? Not sure how this will work in the real world. Have to wait and see. If not handled professionally, there might be a significant backlash, particularly if the rule is not evenly and fairly enforced.

I don't use it much but I have yet to find an equivalent platform for following the top minds of a particular field.

Seems that Twitter is tweaking it's rules to be more aligned with the laws regarding Doxing. At the end of the day, the law will overrule any TOS agreement so it makes sense that Twitter would include this. It also makes it easier to remove such content if it is implied within the TOS. I just think this will be difficult to enforce evenly. It's not a binary thing there are different factors that can come into play.
