1. Website Design - design of website is not search engine friendly. Resolution of website is 1280*1024 at laptop and 1280*600 at 17” monitor. You must follow the standard which is 1024 by 768. These technicalities have a deep impact on positioning of any website.
2. Secondly, website is not an OS-commerce based. Your website is developed in ASP. It should be in PHP as it is not a big site. ASP coding is used for large scale websites. Your site has hardly five pages. Although you have attached a payment gateway but it can easily be handled in PHP.
I’ve mentioned these points because these are hurdles for your website to place it in prominent positions over search engines. Search engine BOT can’t crawl any website properly if its coding is not good.
So, I suggest you repair these fields. It’s not a big task. Your website will be rebuilt for;
a. Website design - Changing resolution to 1024 by 768;
b. Transfer of coding from ASP to PHP.

2. So long as the naviagtion works, nothing to do with SEs or 'positioning' - indeed, rebuilding the site (without safeguards) could seriously damage your position.
There are serious arguments about getting the best design for your site, and following accepted protocols will help ensure your site looks its best in most browsers, and most browser settings.
But if this guy thinks that's about promoting your site in the search engines, he's either stupid ... or he thinks you are.
Get a second opinion.

there is no standard as far as i am aware, just common sense.
as quadrille said, it is more to do with usability than SE ranking. it is down to personal preference and your target demographic.

IMO, it sounds more like they don't know ASP
there are big sites coded in ASP and PHP, there are 1 page sites coded in ASP and PHP
get a second opinion, and then a third!

There are some things that are just easier to do in PHP, and there are some things (like domain canonicalisation) that are easier to do to with an out-of-the-box Apache server (compared to using IIS).
That said, the reasons for your suggested changes are complete junk. Whoever is saying that, has no idea what they are talking about.
To stretch things even further, it may be that the developer would do a reasonable job of the work.
That said, the information they've provided is patently false, so IMO it's either deliberately misleading or honestly mistaken. I avoid both characteristics when looking for suppliers ;)
according to some stats, including w3schools [w3schools.com] 1024x768 is the most commonly used 'screen' today.
however it has NO, repeat NO, bearing as everyone else has said on the way search engines rank your site, however it may have bearing on how successful your site is!
i would ditto the comments above regarding asp vs php and imagine the person that told you that only knows php ( i have sites in both and don't believe there is any ranking advantage in either method )

as an aside, if the above is a direct quote it is clearly written by someone who does not speak english properly, now that may or may not be a red light for you. (eg. if you are in india and dealing with someone local then fine, if you think you are dealing with someone in the usa then think again!)
I will re-enforce the sentiment that you not deal with this person anymore. Regardless of why his info is wrong, it is wrong and he shouldn't be learning on your dollar.
