"Sculping" PR - when to & when not to

I've been thinking that if I approach a site's internal link structure (a site I started working on - no high expectations, though) the best way would be to do it like this and think in this particular order:

1. Can I change these links or will it have ANY negative/unwanted effect on humans trying to navigate the site?

2. If it doesn't harm humans in any way, do what I can to send the pages I want to rank more link juice than others I'm not going after SE rankings with (without using no-follow or hiding links or any other tricks like that)

An example would be..a site that links to every subpage (about a dozen) in the footer links section...which I considered really unnecessary from a usability POV (as the main navigation was good and the content clearly structured with links to every where - a small site).

Other than the homepage there were really just two pages I want to rank (because the site sells services in just one city, and search traffic to other pages would only result in search traffic from all around the world)..so I thought it'd be a good idea to use the footer links section as an overview of the services and link to the different services pages in the footer links section. My theory was that, it would not confuse users in anyway (an overview of the services pages in the footer..most probbaly wont look there) and on the other hand it would allow me to send the important services pages more PR/link authority (esp. because of the sitewide nature of footer links).

Is this a bad idea?

Do you guys "channel" pagerank to your most important pages (SEO-wise) if it doesn't seem to harm usability?

I dont think it will necessary on a website as small as the one described above. I only see PR sculpting work on much larger websites where there is a lot of duplicate navigation or navigation that is not "needed" fro the SE point of view.

I only employee it much larger websites, that have multiple paths to the same product/service page.

This is more than just a nofollow issue, it also raises question about geo-targeting in search.

What if people in other parts of the world are doing searches for services in your specific city? There's a geographical component possibility for personalization of search results; so what happens if I'm now in Chicago (with an Illinois IP) and will be traveling to Miami with a pet and will be looking for a dog walker for when I'll be in Miami?

What if people in other parts of the world are doing searches for services in your specific city?

Many that I see using sculpting strategies apparently don't want those types of visitors. They've sculpted their way right into oblivion. ;)

Who started all this nonsense with sculpting? Huh?
