There are probably 200+ factors that SEs take into account, of which keyword density is just one.
And how do you know that there's is 'better' than yours?
It is certainly worth looking at competitors' sites; if they have done somthing better than you, don't be too proud to learn a good technique ... but there's no point obsessing about them; put that energy into making your site better, then sooner or later, you'll see the benefit.
Allow me to give you my expanded views on keyword density:

If your use of key words looks silly - it almost certainly is.
Search engines set out to emulate the user experience; as keyword counting is not difficult for computer programs, you can be confident that SEs will notice 'excessive' use of key words or phrases. SEs look at the whole page - all the shared copy, links etc., as well as that page's 'unique content'.

is it safe, i mean google can read easyly and get the Last modified date....?
if not so whats the solution for that.. any mata tag etc..
good/night.html or good-night.html are fine - but neither matter much. use them for new pages, but do not change existing pages.
The damage of change is much greater than any advantage of search-engine friendly file names.
good_night.html not so good, unless you know someone who is searching for [good_night] ;) - also if it's in a link, the blue underline will mask the "_", making it look like a space. Confusing!

*Most* of the time, the difference between the sites above you and yours has nothing to do with keyword density, and usually very little to do with on site optimization. Most of the time (in Google) the battle for the spot above you is won by better links.
Do check your title tag, though. It really should start with the phrase you are targeting.
I'm not so sure that's still true.
Quality links certainly count for a lot, but I believe that quality content has been re-promoted (or rather, links have been demoted).
But where links are concerned, I totally agree with better rather than more - a good site with no more than a handful of quality links can easily - oh, so easily - do much, much, much better than a lame site with thousands of lame links.
