The significant cost will come when government users are no longer able to view sites because they are horribly broken in their obsolete browser.

The real significant cost is rewriting all the custom code for internal networks which use ie6
Governments and large private sector companies have faced the same problem... and drag their feet as long as possible.

tangor is right. If you're a huge corporation that threw millions into the development of internal systems and apps that rely on IE6 then it's not as simple as downloading a free browser. There's a lot more to it...like getting another budget to re-create those systems so they're not browser dependent.
