There are thousands of app in the various app repositories, and i'm not one to add an app with looking into it, and to the reviews reasonably closely.

Last weekend I was reviewing some apps for a specific requirement and I was taken aback by the spammy and intrusive nature of the vast majority of apps.
It's now no longer useful apps that dominate, but the apps desperate to hook the user into some kind of trap, whether it be a subscription, or ad vs subscription model, or worse still, seemingly wanting user acceptance of one-sided T&Cs. I back out as soon as I see that. It's been getting worse over the years, but now, after this weekend's exercise, it's now become of little interest installing any more apps at all.

You are the exception to the rule; you read the T&C. Apps, like so many other things, are counting on people just clicking 'accept' blindly. I remember how I was shocked years ago reading the permission one grants to an app involving FB, how you would be allowing them to access and share everything of yours just by using your FB account to log onto their website (for example). Unreal, but data is $$.

Yes, I'm probably the exception, and as you say, the vast majority simply click acceptance.
To make it easier, if people would read the privacy section first more woukd probably back out.
I think that ship has sailed and many people just don't care.

Don't care ... or don't know?

Sadly, school children now growing into adults never learned anything (g was free and teachers never bothered revealing the real world).
