Ever get this answered Bill? I was looking for something similar (a restart script) and solved it with a mouse macro (TinyTasks).

Well, I did find a non-free software that claims to do this (LogonExpert), but I didn't want to have to purchase something just for this task.

Would TinyTask work when not logged in to Windows? Logging off doesn't seem to be the issue...it's when logged out of Windows I wasn't able to easily figure out how to get my credentials into something that Windows would accept so I could get back in.

Well, I created a user with out a password and used that to login. (Sign-in options -> require sign-in -> Ck Never)

The domain for this account requires a Ctrl+Alt+Del action to log in, otherwise known as "Secure Login". The domain won't let me turn that off for Windows login. This has thwarted my efforts so far.

This is a Win7 VM, so I thought there might be some documentation out there to accomplish something like this. I realize that this goes against the domain security, but I have approval to try to find a work-around just for this instance. Normally I wouldn't be trying to subvert a security feature of a domain like this.
