Beginning June 11, you’ll need a valid API key and a Google Cloud Platform billing account to access our core products. Once you enable billing, you will gain access to your $200 of free monthly usage to use for our Maps, Routes, and Places products.

Are they trying to get rid of the smaller websitesIt comes down to money. Slowly whitling away the "freeloaders" (who use Google's resources for free) by starting to charge more people and/or chase them away to other platforms.
Leaflet + leaflet-providers. 20 minutes - job done...
When you start charging at a price that isn't justifiable to many of your users applications, then you will no longer be so dominant...
