My ads.txt file shows Google at the top. The file is on the server. Why do you suppose Google is telling me that they can't find it?

To make sure your ads.txt file is formatted correctly, check at the Google ads.txt guide: [support.google.com...]

I get this message fairly often even though the ads.txt file is there the same as always. The message eventually disappears.

Thank you, everyone. I checked the ads.txt guide, and it is correct. So...I will just wait for the message to disappear!

Yep. Had this shown to me in error multiple times over the years. Like living next to a bad neighbor, just wait it out.

Check your access logs to confirm that G### has in fact retrieved the file many times. Once you know that they’re lying in their teeth--a behavior that should be familiar from wmt/gsc--you may go on with your life.

ads.txt is not a requirement. Many of my clients never put one up and never had any problems.
