Not able to block sexually suggestive advertisement

Hi,

We use Adx all across the website and we pass it back to Outbrain. I have been seeing Ads which are really offending and in simple terms Sexually Suggestive. I have reported these Ads several times to the (Ad Network) company I am currently working with. They have reported this issue to Google and have had a meeting with Google employees 2 weeks back. After discussing this issue at length with Google, both Google and (Ad Network) say that this issue is not in control of (Ad Network) and not even in control of Google. They are both saying that only Adwords is responsible for such ads, and they have no control over it.

Is anyone else seeing similar Ads?

Any suggestions as to what I must try to get rid of these ads?

The situation was pretty good over the past few month but in the last week or so these ads have started re-appearing. Likely due to a lack of demand (Jan effect). It should be noted that the links lead to what appear to be unrelated legitimate but hacked sites. The example shown above seems to lead to some sort of a personal finance website.
