the cookie dropping issue with Adsense
It might or not be an issue (which is the problem). Cookies, themselves, are not handled by the GDPR, instead it's addressed by the ePrivacy, which had to be upgraded to match the GDPR, but was not. Welcome to the EU!
By the way, when you disable interest based ads, there is still a cookie,but Adsense is not clear about what this cookie is used for. the ePrivacy doesn't forbid cookie, and doesn't require consent (explicit or not) for every cookie. It requires a consent, if the cookie is used to track / handle personal information. BUT, cookies which are used as a counter for example, are exempted from requiring a consent. Adsense lists the purpose of the cookie, but it's unclear if it handles or not personal information / tracking / history the way the EU considers it.
So, "it's possible" the cookie dropped by Adsense is respecting the ePrivacy directive, and it might not even require a cookie consent banner, but "might" only because Adsense is careful not to make claims.
I thought I read a while back that Google was coming up with a complete solution that would handle the cookies for us too
I can't find the link, but I read the same, Adsense claimed to come with an in-house solution for publisher by the end of summer... but instead they published the pages I listed above, with lot of claims and information, but nothing really concrete.
All this to say nothing :)
