How does Google (or others) determine the value of a placement

So this is what kind of puzzles me.

I've got three placements. They are the same size and all have about the same viewability numbers, but my top banner is fetching x3 earnings.

What is going on behind the scenes here? Does the actual loading sequence matter even though the second banner has (slightly) higher viewability numbers?

It used to be (assume still is) that the highest paying ads are displayed in the ad units that come first in your html.

I think it has more to do with active views than sequence now. Read this [support.google.com...]

The first ad code in your HTML may make more money but that's probably because it's viewed more.

@Swanny007 - I wish that "active views" were important but apparently this is not the case. As said I've got banner later in the load sequence with higher number of "active views" that have much lower earnings.

I talked to Google earlier and they said that more and more buy according to viewability but I think this might be a very slow movement.

I don't think it is these days, my best paying are rectangular and responsive ads at the end of articles, for whatever reason I seem to get more animated and image ads in these...well, what I see anyway!
