I was told that it's possible to earn money from Google ads by embedding Youtube videos on your site. Is this possible and if so, do you have to be a Youtube partner for this to happen?

I think you can only earn money from your own videos on Youtube. I have a few of my own that are monetized, but you have to get enough views before Youtube lets you monetize them with Adsense, so it takes a bit of work. Definitely something to look into though!

What if you're not your own? I heard that if you put a Youtube video, that has a Google AdSense advertisement, on your site when a viewer clicks on the ad, the video creator gets a cut and so do you. Is there any truth to that?

You can make a ton on Youtube, IF, you get enough hits. That sounds familiar :)
It used to be real hard to get accepted but now all my channels are getting invited to join. If you have someone else's content like music they run ads but split it with google and the music owner so you really can't just steal stuff.
You can get your channel into the partner program or sometimes they invite single videos to be monetized.

Obviously you can't put your ads inside someone else video, that would be stealing.
