What Causes PSA Ads? And How To Stop Them?

Why do these show up from time to time... theories?

Ok so I have read a few publishers complaining about them seeing PSA ads on their site and then this goes away naturally.

Well I am now in that bracket, I have a website that I checked repeatedly last night and kept on seeing PSA ads. Then this morning normal ads were showing. This makes me believe that I am losing money here as I still have a fairly respectable CTR of 2.06% the anticipated norm.

So what causes the problem? here's what I think:

My Hosting Company - Many complaints about them though I have no serious complaints myself.

A bug code on my website - I'm not a super techie just a Front Page addict so I keep my page code simple.

Google messes up from time to time - A strong possibility based on what has been happening as of late like I haven't seen my secure check yet.

No Ad inventory to show - I wonder if the recession has finally hit G's doorstep.

That's all I can think of.. can you guys who have battled this dilemma before (WON/LOSE OR DRAW)weigh in and give some ideas to prevent this from happening again

Since the PSA ads are gone now I would pick: Google messes up from time to time.

I mostly just see PSAs when I add a new page and Googlebot hasn't had time to come and figure out what the page is all about yet. Actually, most of the time I'll just get untargetted ads, unless it's in a completely new section. In other words, untargetted ads for example.com/OldSection/NewPage.htm, but PSAs in example.com/NewSection/NewPage.htm.

I don't know how well it actually works, but I have sometimes had luck refreshing the page a few times and/or using the AdSense preview tool a few times. I like to think that it's like a ping to Googlebot to let it know that people are visiting the page, so please come check it out and figure out relevant ads.

Have you tried setting up alternate ads of your own to be shown when Google doesn't have "real" ads?

I seldom see them for that reason (Google seems to know what my sites are about in general). I do sometimes see them for pages that have a stop word. But I will also somtimes see a PSA that is replaced as soon as I hit reload.
