Depending on your site nature it could be students doing their homework, visiting and browsing your site but not interested on "really" reading or clicking the ads, or anyway, not turning into any real good conversion of the clicks.
In my case (that happens to be the same) I'm trying now to monetize the site with other options, including selling adspace as adsense is not working there. IF, things don't get better, at least US$1.19 per day is better than US$0.00. OR if it means too much trouble, then sell the site, perhaps others see the potential and have the right contacts to make it earn more money (but first try, try try)
For the same Niche one of my friend was getting very very good click through rates just 3 months before, but looks like in recession, the price for this niche got very low.
I think I need to be patience for a while, because most of the people are advising me to wait.
Most of the users are students, trying to download papers and all that.
Are these "papers" copyright protected by chance? If yes, then I'd probably review my business model.
Three reasons:
1) People who want to download stuff for free (be it copyright protected or not) do not want to click ads. They are already on your free site. Why would they want to click elsewhere? (Hence, the bad CTR.)
2) Even if they click, they probably are not in a "buying mood". Or they are looking for very cheap widgets. (Hence the bad EPC.)
3) Copyright protected stuff and Google Adsense never has been a great match. Sure, there are sites that get away with this; but just because other guys can do that does not mean that YOU can do that. This is even more true if your earnings are weak anyway. What does Google have to lose if they'd let you go?

To answer your original posting question, would you keep this site? The answer is no. Your site visitors are there to download papers, not click ads. They are college kids too so they know what ads are! Bad choice for your user base. You might make more money selling the papers; then that would eliminate your little ad problem alltogether. But that's still morally wrong if they're using them ... right ?
(Yes the TOS is clear about term papers but let's talk widgets)
- Some people surfing to download free stuff do convert when downloading the free widgets, they can also become candidates for buying other related widgets.
(there are advertisers for free widgets that use their offerings to also sell paid widgets, nothing new about that)
How much that advertiser pays depends on the widget, and how good your site is.
- College students are prime candidates as a target audience for potentially high earning ads about for example college loans, books, clothing, music, stationary, other colleges, part time jobs, fast food and drinks branding ..
It can be unwise to dismiss a whole market segment, success is in knowing how to write a site that targets and converts.
Make a test... add some javascript that avoid copy (CTRL+C) on your text. There are scripts that disable the "select" feature on the sites. Trust me, I have received complains about "I cannot use your texts for my homework" blah! There are more and more dumb students these days.
I can tell you my Indian sites when clicked on in India also have very low EPCs, yet when used in Europe and North America etc the EPCs increase to the same as my .com .eu .asia etc sites.
