What are the best Adsense sources of traffic for an arbitrage business model?

I have tried some 2nd tier ppc search engines and got terrible results.
I have tried YSM and MSN content network and I cannot get clicks cheap enough to make any money.

What do you suggest?

Do you not know that Google has tried to eliminate the arbitrage model altogether?

A couple of years ago if I remember correctly?

Here's a quote from the AdSense Program Policies [google.com]:

Publishers using online advertising to drive traffic to pages showing Google ads must comply with the spirit of Google's Landing Page Quality Guidelines [adwords.google.com]. For instance, if you advertise for sites participating in the AdSense program, the advertising should not be deceptive to users.

While I can't speak to specific cases, I urge you to take a hard look at your business model to determine whether your site will be a good fit for the AdSense program.

What is the best place to ask the question?

In your head, before you do anything you might regret later. You've been noticed by ASA, and warned by him and others.

If I were you, I'd rethink this idea. Doing this could get you banned from AdSense. Not a certainty, perhaps, but since AdSense bans are for life, do you really want to risk losing access to the best program of its kind for the foreseeable future?

Alternatively, I suggest you just follow the advice given here. Find a different and preferably better, honest, long-term business model.
