I really don't have the time to review ALL our pages to see, not to mention if you refresh a page you get a whole set of new advertisers who could be random or targeting.
If you know .....I'd love to know.

Just to reiterate, if you've opted out of CPM you will not have the Ad Review Center, and you will not be able to review placement targeted ads running on your site.
I have written Adsense about this and received a very cryptic reply. Basically after not answering any of my questions in the request, they asked if I'd like to opt back into CPM. The first statement in my email was in no case do I want to opt back in to CPM, BUT I SURE WOULD LIKE TO USE THE AD REVIEW CENTER.
Apparently thats just not possible.
Useful, yes, depressing, very often, the figures are usually very low, you must remember that those ads are supposedly only displayed when there's not enough inventory to populate the ad units, but every little helps.
I'm not sure I'd word it exactly like that - those ads are shown when they are the highest paying ads available for that spot. Maybe it amounts to the same thing, I dunno.
I assume it's a good thing to have your sites targeted by advertisers? If you have lots of targeted ad then it shows advertisers like your site. But it won't neccessarily generate any more income?
I need to go back and look at the reports in more detail. The more I write the more confused I'm getting about this!
From the last 3 posts, have I go this correct? That those ads in the review centre have targeted a site but they will compete with all the other ads for placement on whatever basis Google is using (price bid / most likely to generate income)?

Well yea. I might like your site and target it (as an advertiser) but maybe I'm selling a relatively inexpensive product or service, and I only want to pay a small amount (CPM or CPC) - but you've also got regular advertisers who aren't particularly targeting you, but have bigger budgets.
Advertisers target your site because they think your traffic is likely to convert for them. If it's worth it, they should be willing to pay a little more for that traffic. But in the first place, they might just be guessing about your traffic from your domain name or site, and second of all, they could be promoting something with a small margin.
So while in theory placement targeting should be more lucrative for the publisher, it's just as possible (or even likely) that it could be less.
