How advertisers qualify for the PPA program

As a publisher, I've found there is a lot to be learned by reading the AdWords forum. For example, in this thread - [webmasterworld.com...] - someone wrote:
Via the support question I finally got an answer that said after I have 500 conversions in one month using conversion tracking the pay per action section automatically becomes active

So an advertiser need 500 conversions in one month using conversion tracking to start a PPA campaign? I'd consider someone that had 500 conversions in one month to be beyond advertiser-rookie status. Yet, the quality of ads in the PPA section is somewhat pathetic. That's not very encouraging. I wonder what the PPA selection would look like if this qualifier didn't exist?

A "conversion" can be as simple as reaching a page on that site, unfortunately the bar is not too high when you're a Google paying customer, need examples? I can provide you with new and used examples.

The only qualifier is a valid credit card.

The problem is low quality advertisers show up even though you set up your ads to be restricted to a selection of companies that you've carefully inspected. I find that unacceptable so I don't use referrals other than google products until it is fixed. I don't see why my sites should promote programs with a 2 cents conversion price and a product I strongly disagree with. Even one pageview is too many.
