The sequential quarterly revenue growth rate from our Google Network members' web sites decreased from 12.5% for the three months ended December 31, 2007, to 3.1% for the three months ended March 31, 2008. These decreases in the sequential quarterly revenue growth rates are primarily the result of our higher revenue levels and seasonal slowdowns in internet usage and commercial queries. In addition, during the three months ended March 31, 2008, we terminated relationships with certain Google Network members who did not comply with our AdSense policies, which adversely affected our revenues.

First, hooray!
But if Google terminated these relationships for lack of adherence to their Adsense TOS, AND, revenues were adversely affected; doesn't this imply that some advertisers must have been inappropriately charged for clicks?
Of course I do hope this means more clicks for those who remain! One has to also infer that it is likely many of the clicks for site owners meeting the Adsense TOS were hijacked through arbitrage, and other schemes.

Yes if it involves click fraud, in which case the earnings are withheld from the publisher, and Google refunds the Advertiser.
But many recent terminations are due to "Business Model", in which case the publisher gets paid, web site is banned from further participation, and no one is refunded.
Both types negatively impact Google's revenues, none of them involve inappropriate advertising charging.
I cannot help it but even with terminating some accounts I would still expect GOOGs publisher network to grow.
Let me guess. Some (maybe bigger and better) publishers are leaving GOOG AdSense? No! That cant be right!
