If your site is in chinese, your traffic will probably come mainly from China, and they will be geo targetted to see ads from chinese companies. I'm guessing there isn't enough competition between advertisers yet to increase the click price or that's as much as they're willing to pay considering their ROI.

Doh, I just realized you said your site was in english. Well, might be your topic isn't high paying, or you have too many MFA advertisers (although the recent Adsense changes seem to have wiped out a lot of them).

Google actually pays clicks in fractions of a cent - you will occasionally see channels where
channel A = 0.55
channel B = 0.33
Yet the total displayed is 0.87 or 0.89, not 0.88
So, yes, Google can pay you less than a cent for a single click

Recently, I have seen lots of clicks for 1 cent or less. This had dropped my eCPM way down. I wish there was a minimum of 5 cents a click for AdSense publishers.

I have a site written in Chinese (simplified characters) which is hosted in China, and most traffic comes from within China. The CTR is very low, and clicks are usually only $0.01.

I suspect AdSense does not perform well on Chinese sites.
