Google Pack referral .20 cents?

I see that a conversion for the referral for Google pack in my panel today, tells me that the payout is .20 cents -- isn't it supposed to be 2 dollars when there is a conversion?

seems to me they say "up to" for all referrals. I was surprised the same way with conversion for picassa :(

what about .10 cents?
I always got those conversion and I though it is related to the status of the visitor's country, like 3rd world, developed country and so on.

I have the google referral for almost a year, and the total conversion rate is... ZERO.
