I had one page on a large site which for some odd reason only loaded the Google public service messages for donations. I could never figure out why. It looked no different from other pages on the same site which had the same layout and the same GoogleAds which loaded perfectly every time.
I checked at different times on different days and still no ads, just the donation link. Since it was a main entry point to the site, I didn't want most people to see nothing but donation ads. It looked tacky. I guessed that Google had somehow "read" the page as problematic, and didn't want to put ads on it, so I gave up and just removed the code for ads altogether.
Several months go by and I decide to try again, see what happens. So last week I put up the same old ads, and low and behold, now they work. Average revenue on this page per day: $10.
Oops.
The morale of the story is if some page doesn't behave itself ad-wise, return once in a while (maybe once/week) and see if it fixed itself.

AdSense themselves do say on their pages:-
If you see public service ads (also known as PSAs) after placing your ad code, you may simply need to give our crawler an opportunity to visit your site. This generally occurs within 30 minutes of implementing the ad code, but can take as long as 48 hours. When your page is viewed and the Javascript code is executed, our crawler is called to your pages. For this reason, we recommend visiting each of the pages on which you've placed the ad code in order to ensure each page is crawled. Doing this, then waiting a few hours, can often solve PSA problems.

When I had an issue with PSA's once Google evaluated the problem and gave me some cryptic clues about "AdSense Stop Words" which cause PSAs. You can search for that phrase and a few others on this forum and get a lot of insight into the situation for the next time it happens.
