say i have 3 ad units .... 3 sky scrapers (just consider) on my site .
now
1) if i add any referral banner to my site in addition to these ads will it be consider forth google ad on my site ...
2) if i ad a link ad in addition to these ads , will it again be considered as forth google ad on my site ...

and are these 2 cases violating google TOS?

Hi thok,
The Rules allow only 3 ad units and one of each referral products per page.

So to answer your questions:
1) Yes you can
2) No don't

One final advice, 3 sky scrapers per page is really too much, sometimes less is more.

well three skyscrappers were just for the sake of example ....

so with 3 ad units... can i place referral ads of more than one products like firefox and picassa?

IIRC the maximum allowed on one page is:
3 ordinary ads
1 adlink unit
1 referral
1 search

Yes you can if you find room for your own content.
