Content freshness: new page or update old page?

My question is specific to "Best Widget" rankings type posts that include actual rankings / pictures of top widgets in a certain category. It seems obvious to me that Google weighs freshness fairly heavily when ranking such pages (if someone disagrees, please share). My question is regarding what to do about it.

My question is: assuming the page has a few (not many - 5-10) high quality backlinks pointing to it, does it ever make sense to just start a completely new page rather than keep updating the old one? Or would you just keep modifying the old one to make it better and more relevant, while attempting to gain more links to it?

I would definitely keep the page location the same. Changing the page name doesn't help your users find it and you loose those backlinks. Figure out a good url for it and stick with that. If you can stick a modified date on the page. Google is good at finding dates and uses that as an indication of freshness.

I do include 'Last updated' at the end of the page, based on the newest widget on the page, and Google uses that date.
