Submit Reinclusion Request Before or After New Links

On a large domain of ours, approximately a half million dollar value we were penalized for link purchasing. About 15 links were purchased 2 years ago and penguin was triggered.

Due to the value of the domain I decided it would be necessary to properly design my site to represent more in line with others in the direct competition after consulting with people and suggestions on the Google forum. (terrible old design + content farm).

My question: After removing all links and redesigning the site for the past 12 months, would you submit a reinclusion request before you begin to acquire new links (maybe in order to show good faith) through proper marketing or just submit when all links were removed and new site is online.

Reinclusion requests have been denied (2) in the past but not every single link was removed, a few directory and random links remained. Also old design remained.

Any suggestions on this topic I thank in advance.

Clean up as much as possible. You need to convince Google that they should take a chance a let you back into the serps. If you haven't cleaned up everything it is very unlikely Google will feel you are ready to be allowed back.

Interesting thing I read / saw (don't remember where) was that by stating which link building company you used and by explaining the days you terminated your arrangement / contract with them can help with the reconsideration request. I am 99% sure this was directly from Matt Cutts.

In essence, they want to know WHY they should trust you this time.
